In 1874 the regular four year contract for manufacturing envelopes for the government was awarded the Plimpton Manufacturing Co. of Hartford, Conn.
The old contractors were very much disappointed and endeavored to prevent the new firm from supplying work up to the standard required by the P.O. Department.
